Proposal Specialist - Hunt Valley, MD

Rossi Group is looking for a Proposal Specialist for our Hunt Valley, MD office. The Proposal Specialist will primarily be responsible for proposal preparation as well as providing coordination and assistance for various marketing, social media, conference, recruiting, and business development efforts. This is a hybrid position with two (2) WFH days per week. 

Essential Functions and Responsibilities

  • Coordinates and delivers quality proposals for Federal, State, Municipal and Private projects.

  • Collaborates with staff to plan, coordinate, design, edit, and produce standard government form proposals, expressions of interest, technical proposals, and presentations.

  • Provides conceptual support for document design, while ensuring RFP instructions and internal brand guidelines pertaining to format, fonts, etc. are being followed.

  • Prepare major sections of proposals, including but not limited to, project descriptions and resumes, tailored for specific proposals. Collaborate with technical staff to develop other proposal content.

  • Coordinate all phases of the proposal process from kick-off meeting to production and delivery and proposal closeout. This includes developing proposal outlines and timelines for proposal milestones.

  • Supports debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvement.

  • Participate in pre-proposal meetings, progress meetings, debriefings, etc.

  • Maintain visually appealing marketing materials including resumes, project descriptions, boilerplate information, photographs, subconsultant information, etc.

  • Work closely and interact with technical staff, administrative staff, and marketing staff, as well as outside vendors, primes, subconsultants, and clients.

  • Administrative duties related to marketing such as filing, data input, etc.

  • Research websites and business publications in search of project opportunities for professional services. Track leads and associated go/no go decisions and wins or losses.

  • Gather information, conduct market research about prospects/clients/projects, and participate in the development of various business collateral to support continued strategic growth.

  • Demonstrates excellent communication skills and the ability to recognize, process, and present information.

  • Recruiter support including assisting with resume screening, intake interviews, and creating job postings, as well as speaking to clients about job openings and potential candidates.

  • Maintaining and growing our social media presence and website.

  • Conference management and support including assisting in creating the events marketing and outreach strategy, event management, and attendance.

Required Experience

  • 1-5 years of experience working in business development, marketing, or communications role.

  • Bachelor’s degree in Marketing, Business, Communication or related field or equivalent years of experience.

  • Proficient in Microsoft Suite including Word, PowerPoint, Excel, Outlook, and Teams.

Preferred Experience

  • Knowledge of Adobe Creative Suite a plus.

  • 1-5 years of related experience with basic knowledge of the RFP structure and proposal process.

  • Demonstrated proficiency with technical writing, as well as reviewing and proofreading of materials for content, grammar, and style.
