Maryland Department of Transportation State Highway Administration Public-Private Partnership (P3) Program

Rossi Group assisted the Maryland Department of Transportation State Highway Administration (MDOT SHA) with the I-495 & I-270 Public-Private Partnership (P3) Program as part of Maryland’s Traffic Relief Plan. The P3 Program was established to develop a travel demand management solution that addresses congestion, provides improved trip reliability on I-495 and I-270, and enhances existing and planned multimodal mobility and connectivity.

Rossi staff provided planning, engineering design, and environmental planning support for the American Legion Bridge Study, the I-495 & I-270 Managed Lanes Study, and the I-270 from I-370 to I-70 pre-NEPA study. Services included concept plan development, preliminary engineering, alternatives analysis, cost estimating, traffic modeling and analysis, as well as the development of multiple supporting environmental technical studies and documentation. This effort also included outreach and coordination with regulatory agencies, community and property stakeholders, and the public.
