Maryland Department of Transportation Maryland State Highway Administration I-495/American Legion Bridge Study

Rossi Group provided on-site engineering and project management support to the Maryland Department of Transportation Maryland State Highway Administration (MDOT SHA) to develop a Strategic Plan to improve reliability on the west side of I-495 (Capital Beltway).

The Strategic Plan followed FHWA process guidelines for Planning and Environmental Linkage (PEL) project development.

The purpose of the Plan was to investigate the long-term regional mobility needs and to identify and evaluate reasonable and achievable long-term improvement concepts to reduce congestion and improve travel times and reliability on the Capital Beltway while maintaining a safe facility and financial feasibility. The PEL Strategic Plan included analysis to determine the deficiencies and needs, goals and objectives, and to define the project objective statement to inform a future project purpose and need statement.

The I-495 West/American Legion Bridge Strategic Plan is part of MDOT’s overall effort to understand statewide transportation needs and was used in long-term planning of major investments in the corridor. The Strategic Plan has been integrated in the I-495 & I-270 Public-Private Partnership (P3) Program.
