Rita founded Rossi Group in 2015 and serves as the President and Principal Planner. She oversees the strategic development and operations of the company and ensures our clients needs are met. Her technical experience is in strategic project planning and engineering design of transportation projects for local and state transportation agencies.

Carter serves as Vice President in charge of Business Development. He serves as senior technical advisor drawing on his depth of experience in the transportation industry to provide construction management, project management, and engineering consultation services to our clients throughout the
Mid-Atlantic region.

Vice President & COO
Marc serves as Director of Planning and Engineering and manages our Dover office. He leads our Delaware business strategy and growth plan drawing on his depth of experience in the transportation industry to provide planning and engineering services to our Delaware clients. Prior to joining Rossi Group, Marc finished his career at the Delaware Department of Transportation as the Director of Planning.

Holly Rybinski, PE, PTOE
Acting Director of Traffic Engineering
Best known for traffic engineering and intelligent transportation systems, Holly's additional background in planning and project development enables her to add value to any transportation project. Holly has developed and taught traffic and ITS course material for both the University of Delaware and DelDOT.
Steph leads Rossi Group's communications and marketing strategy. She supports our business development efforts and identifies new opportunities, fosters teaming relationships, and prepares proposal materials. Her experience includes marketing and communications for both agencies and large private firms.

Laura's expertise in transportation and transit has lead to a strong commitment to working with communities to develop SRTS, TAPs, pedestrian and bicycle studies, and BRT projects. She is involved with project planning, feasibility and alternative conceptual alignment studies, and preliminary and final design.

Lex's experience in planning focuses on transportation, policy, and NEPA compliance and permitting for local, state, and Federal projects. Her unique perspective and thorough NEPA understanding align transportation projects with environmental policy to develop sustainable solutions for our clients.

Suzy has worked on numerous strategic transportation planning projects and manages planning programs for local and state agencies. Her expertise is in public involvement, community outreach, and stakeholder coordination. Her planning and project management skills provide our clients with trusted expertise and service.
Susan Solo
Senior Planner
Tony brings his diverse range of experience in urban and rural transportation facility engineering and project plan development to each and every project. His experience includes highway design, water resources, MOT design, erosion and sediment control design, permitting, structural design, and construction phase services.
Anthony Reass, PE
Transportation Engineer
Brian applies his background in highway engineering and ADA design to provide performance based and context sensitive practical analysis and design solutions for our clients. His experience includes ADA compliance, conceptual studies, preliminary and final design, construction cost estimating, and construction phase services.

Transportation Engineer
Lindsay's experience in traffic engineering and transportation planning includes traffic studies, MOT design, signal design, signing and pavement marking design, traffic modeling, crash data analysis, and traffic impact analyses. Her engineering skills and solution-oriented drive make her a valuable asset to our clients.

Savannah provides municipal planning services to local governments and state agencies. Her experience includes transportation planning, resiliency planning, and economic development. She also has experience in public outreach, data collection and analysis, and conducting community research.

Diane is an experienced Senior Landscape Architect with a varied background in a wide array of landscape architecture related projects including streetscapes, pedestrian/ bicycle facility design, noise barrier planning, and park & recreation facility design. She managed numerous landscape architecture projects during her 10-year tenure with MDOT SHA.

Bill brings over 33 years of financial analysis and accounting experience to the team with a diverse background in developing and analyzing Consolidated Transportation Programs, analysis of project variances and project spending, and developing capital programs. He is recognized as a subject matter expert on sources of funds and their distribution.

Hawi is an accomplished capital program analyst with vast experience effectively coordinating multiple projects. She is currently monitoring and reporting on schedules and budgets of capital projects for our clients. Her project management skills provide our clients with trusted expertise and service.
