Maryland Department of Transportation State Highway Administration - Asset Management Program Support Services
As an MBE subcontractor, Rossi Group is providing performance measurement and asset management support to the Maryland Department of Transportation State Highway Administration, Office of Planning and Preliminary Engineering.
Rossi staff is assisting SHA with the implementation of a comprehensive Enterprise Asset Management System (EAMS) that will help ensure that SHA is in full compliance with the Moving Ahead for Progress-21 (MAP-21) law. Rossi is coordinating multiple related efforts including the Transportation Asset Management Plan (TAMP) preparation, Asset Data Warehouse (ADW) next-generation enhancements, new data collection efforts, and strategic planning.
Rossi is providing staff experienced with hands-on asset management software implementation as well as change management, business process re-engineering, and operational improvements. We are working closely with all areas of SHA, including planning and engineering, construction, environmental compliance, and operations and maintenance throughout the seven Districts. The goal is to ensure that the EAMS can be implemented in a phased manner that will gradually support all areas of SHA operations, beginning with high priority assets that are subject to Federal regulations such as NPDES TMDL monitoring, Sign Retroreflectivity, and transportation performance measures. Expansion of the Intelligent Transportation System (ITS), CHART, and the Transportation Systems Management and Operations (TSMO) Program Plan will be supported by the asset management system.
Rossi worked with planning and capital programming staff to develop performance-based planning inputs utilizing asset data and will develop new ways to analyze and use data in the planning process, including working with visualization staff to provide reports and results in the form of dashboards and other electronic formats.
Specific duties include strategic coordinator, facilitator of asset management activities, and implementation of new data collection methods, systems, and tools.
